Shoreline whale watching spots?

I;ll be visiting Victoria this BC Day long weekend and I;m wondering if there are any decent enough spots for whale-watching from the shoreline. Its supposed to be a more affordable sort of trip, and its easier to bring a pair of binoculars than to drop $100+ on a cruise. Recommendations for other good wildlife spots would are be greatly appreciated. Thanks!
